I wrote the discount system for one of our clients, so I know exactly what it can and can't do. I also set up all discounts on there myself, so I know exactly what they are and aren't supposed to be triggered by. I've also tested this discount myself, as though I were a user who has never been to the site before, and it works perfectly.

So why can the client not get it to work? I've sent them screenshots of me successfully using the discount, in exactly the same conditions that they say it always fails. They think it has to do with the computer that I'm using, which is ridiculous, since I'm not even using the same computer I developed the discount with -- I'm working from home today.

So, what remains? Human error. They must be doing something wrong, and they're just not telling me. Either that, or they're just not realizing that they're making the error.

So, either they're lying, or they're just not that bright.

Ah well... never attribute to malice what can be attributed to incompetence...
